NOTICE TO ALL PULLERS:

7/24/2025

Due to the wet conditions of the pits all pullers are being asked to park their haulers at the courthouse parking lot.  This is about 3 blocks from the fairgrounds with a large concrete parking lot.  Your pulling vehicle will then need to be tow to the track.  If you have any questions please contact Kurt Van Beek.

Turbine Exhaust Restraints

EFFECTIVE IMMEDIATELY:

The following new rule will be in place for all future OTTPA events.  This is in addition to the rules already in place in the 2025 OTTPA Rule Book.

New Rule –

21.3.13 & 22.4.20 – All turbine engine exhaust stacks must have a minimum of 3 restraints distributed equally around the stack.  The restraints must be attached to the stack and to a solid mounting point such as the steel hot section shield or tractor frame rails.  Restraints must contain the exhaust stack to the vehicle if the stack was to come loose from the engine.

If you wish to pull at the Iowa State Fair, you must PRE-ENTER on the Outlaw APP no later than Aug 1st!

Monday – Aug. 11th:

2 PM – 7PM – Tuesdays competing haulers can enter the pits and stay overnight. If you wish to get out ASAP during the pull on Tuesday afternoon to head for Wisner, we suggest you park in the north parking area and not in the Elwell pits. We have to leave room for Fireworks setup in the pits, so if the pits fill up, we may have to shut down haulers coming in earlier than 7PM, so watch FACEBOOK for details!
7:30 PM: ZERO NOISE time! We cannot make loud noise that will conflict with the concert in the Grand Stand.

Tuesday – Aug. 12th:

7 AM: Pits Open – Remaining Tuesday competitors can enter the Pits between 7-9 AM.
You cannot line up on 33rd street prior to 7 AM, you will be forced to turn onto University Ave and circle back!
10 AM: Drivers Meeting at the Announcers stand – Mandatory attendance
**YOUR VEHICLE WILL BE TECH’d IN LINE TO THE SCALE. BE READY FOR TECH!!!
12 NOON: SHOWTIME
4 PM: Show Ends – All Tuesday Pullers to exit with their haulers when they are done pulling! No Exceptions!
5 PM: All Tuesday pullers/haulers must be out of fairgrounds by 5 PM to make room for Wednesday haulers. 7:30 PM: ZERO NOISE time! We cannot make loud noise that will conflict with the concert in the Grand Stand. 5-8 PM: Wednesday’s competing Haulers can enter the Fairgrounds and the Pits. If you try to enter before 5 PM, you will be turned away at the main fair gate! If you wish to get out ASAP during the pull on Wednesday afternoon to head for Wisner, we suggest you park in the north parking area and not in the Elwell pits.

Note: All haulers in the Overflow North Lot must also leave Wednesday night. No overnight parking.

Rules:

You will be Tech’d inline on your way to the scale. Have all safety equipment ready, and all fuel/water tanks must be full! This event will follow all OUTLAW RULES, there will be no exceptions. You will be tech’d appropriately and you are required to have all required safety equipment, shields, helmet, fire gloves, shoes, neck ring, etc.! Track Crew and Tow Back Tractors:

Iowa Tractor Pullers Assn is providing the Track Crew, Equipment, workers and tow back vehicles w/ drivers. We will have a limited # of PULL BACK tractors, so we ask that you utilize your own tow vehicles if you bring them in your hauler with you. NO SUPPORT VEHICLES CAN BE DRIVEN IN; they must be in your hauler!

ABSOLUTELY NO OTHER cars, trucks, campers, motorhomes, etc. will be allowed in the pits with your haulers, we simply do not have the room.

Arrival and Pit Parking:

Haulers must enter Gate #2 off of University Avenue. Best route is to come in from the East off Hwy 65 and exit onto Hwy 6 and Hubbell Avenue (exit 83) from the Altoona/Adventureland exit. Take Hubbell Ave west into Des Moines, then turn south on East 33rd Street. This will take you down and across University Ave directly in to gate #2 of fairgrounds. (See included map) There are NO LEFT TURNS allowed off University Ave into Gate #2, the
Police will not allow, so don’t try it. You will be re-routed. Warning, if you try to come in from the West off 235 and then on university, there is a LOW BRIDGE just 6 blocks west of the Fairgrounds. 13’8”. Beware! Best to come in as shown on the map (See page #3).

Only the haulers for that day’s event will be allowed on the fairgrounds and in the Pits. If you arrive early and you need off site hauler parking, Prairie Meadows Race Track/Casino in Altoona or an area truck stop would be a good place to park.

If you must leave the grounds with your support vehicle, you must get a Gate #2 Pass from Dave Nelson or Kathy Boeckmann for re-entry. If you do not, you will be forced to pay the Gate #2 parking fee. No Exceptions!

If have an additional vehicle that follows you onto the fairgrounds. That vehicle is required to pay the Gate #2 parking fee and park in that general north parking LOT A. It will not be allowed in the pits. If that vehicle must remain overnight in general parking, the vehicle must be moved into the OUTLAW Overflow hauler pit parking area in the north lot. Park all the way north along the pine trees! If left in general parking overnight, it will get towed!

UPON ARRIVAL: You will stop at the pit gate, everyone will get out to sign waiver, receive pit pass arm bands and then be directed to pit parking. Lori will be track-side in the Schultz Mortgage Trailer where all competitors must “Check-In” and pay your Outlaw specific pulling fees 2 hours prior to event start time.

FAIR GENERAL ADMISSION:

EVERYONE entering the pit gate: all competitors, crew members, family and fans are required to purchase a GENERAL ADMISSION State Fair ticket. This ticket can be purchased in advance for $11 or at the
pit gate for $16 before you sign the waiver and receive your pit pass arm band. If you order tickets online, you have to provide it to be scanned upon entering the pits. Have money ready for this purchase at the pit gate to make for a speedy entry. If you plan to attend the opposite day that you are pulling, you must purchase a NEW general fair ticket and pit pass for that day! PIT PASSES:

  • Outlaw members competing will receive 4 pit passes per competing vehicle for the day he/she is competing.
  • Non-Outlaw Members that compete via a one-day hook fee ($150) will receive 2 pit passes per competing vehicle for the day he/she is competing.

Tractor Pull Grand Stand Tickets:

Tickets for general seating in the grand stand can be purchased in Advanced for: $25 adult, $20 child Ages 2- 11 online at www.iowastatefair.org or at the gate ($30 adult, $25 child Ages 2-11) the day of the event. Online early ticket prices will be available until Midnight Aug 7th.

OTTPA Forms New Partnership with NSPA

Outlaw Truck and Tractor Pulling Association Forms New Partnership with National Sled Pullers Association

The Outlaw Truck and Tractor Pulling Association announces that they have formed a new partnership with the National Sled Pullers Association (NSPA) based out of Colorado. The NSPA has partnered with the Outlaw Heartland division to form the new NSPA-Heartland Division of the Outlaw Truck and Tractor Pulling Association. This partnership will allow the OTTPA to grow the sport of tractor pulling in states of Colorado, Wyoming and western Nebraska.

The new OTTPA NSPA-Heartland Division will be led by Jarod and Nicole Ley and their children, daughter Shelbie and son Kyle who have previously owned and ran the NSPA. Jarod, Nicole and family have been involved in the pulling world since 1996. They started with the Colorado Truck & Tractor Pullers Association and then helped start and build NSPA in 2008. Since then, the organization has grown under their leadership.

“The Leys and the NSPA will be valuable additions to the OTTPA and the Heartland series,” said Kyle Petsch, COO of OTTPA. “They have created and run an outstanding organization with NSPA, and their expertise will make them excellent leaders for the new OTTPA NSPA-Heartland Division. I look forward to working with them to grow the sport of truck and tractor pulling.”

This new partnership coincides with the transition of leadership in the Heartland division. Greg Lussetto, who has served as the Heartland Series Director since its inception within OTTPA, has decided to step down. OTTPA extends its deepest gratitude to Greg and his family for their dedication and contributions to the Heartland series and the sport.
